I picked this up from an All About Auckland email promo for that show tonight:

Independent Devonport Councillor Chris Darbey is one councillor who’s put a lot of energy into the Downtown debate.
Chris is currently preparing a Notice of Motion that could dramatically change the planning approach.
He’s very clear that a judicial review of Council’s processes is in order.
We discuss his Notice of Motion and the risks of legal action to the organisation.

In any case things seems to be slipping in Council with surprises, jobs for the boys, threats of judicial reviews, and Notices of Motions to Rescind previous motions.
I have no idea what Councillor Darby has in mind with the Judicial Review or how far-reaching he wants it to go in reviewing Council processes.
But whatever the case if this was to happen it will get ugly and expensive that is for sure.
