When the public transport systems works a tad too well
What happens when the metro-subway system works a tad too well:

When you have an 18 storey Gigastore across the road (out of shot at the bottom) and every single citizen plus out-of-town tourist piling of the main City Centre subway line to get to it. Carnage at a busy intersection with no one going anywhere particularly fast (well least they are not driving to the store).
Solution?
Move the subway station so it is next to the Gigastore. Happy shoppers, happy retailer and an intersection no longer blocked.
The wonders of dealing with public transport congestion rather than car congestion. Oh wait better not check the industrial complex to the north then π
