Really – With The Surveys?

Seems the Centre Right are Lacking Again?

 

This keeps cropping up today thanks to Councillor Cameron Brewer:

Polls cost millions

Len Brown‘s Auckland Council has spent more than $5.1 million on pollsters and surveys in the past three years.

A council spokesman said about 60 per cent of the spending was required under law, mainly for annual planning and reporting.

 

But councillor Cameron Brewer said spending on pollsters was “out of control”.

 

Brewer said: “Think of the improvements a local park or playground could’ve enjoyed with this money. Instead it’s all gone into lining the pockets of private pollsters.”

The figures were released to Brewer under the Local Government Official Information and Meetings Act.

 

“It’s time to stop the spinning and get back to delivering core council services for ratepayers,” he said. He suspected the polling was being done for “purely political reasons”.

 

A further $212,237 has been spent on around 15,827 panellists that the council use to “have their say on a wide range of council issues, activities and plans”.

Seriously though is this all Cameron and candidate for mayorship Palino really think about at the moment?

While conducting polls is a vexed issue (and rightfully so), the People’s Panel to which I participate in is a straight forward exercise.

You sign up and periodically you get to fill out an electronic survey that comes into your email box. Where ever you can access the emails you can do the survey. And that means some days I might be filling one out at a lunch break in Town Hall. Most are short (although I did get a long one on parks and recreation) and relate to CORE service issues Council provide and the Right Wing blather on about.

The surveys I have done from the People’s Panel have included:

  • The Proposed Takanini Library (survey commissioned by the Local Board)
  • Parks and Recreation
  • Unitary Plan (had a few of those and a reason I was invited to the Civic Forums on the Unitary Plan)
  • Public Transport
  • The CBD

I seriously don’t see what the problem is with the People’s Panel (which do release summaries after the said survey). The surveys are designed to be quick, efficient and “portable” for when Council, the Local Boards, or even Auckland Transport are scoping out opinions.

Yes Desley (of Orakei) we can go to the Local Boards and the Local Boards can come to us. But, that can be slow and cumbersome when one needs a quick fire quantitative survey done on something. Heck even the Papakura Local Board engaged in a People’s Panel survey on the proposed Library.

I would assume my Local Board would then hold face to face or submission sessions on the Library if the survey results were in favour of the proposal.

 

So the People’s Panel has its use and I don’t mind giving my opinions to the Council in that format when they want to answer something particular. It can sure beat writing 105 page submissions and long blog posts to boot.

But, in their drive for “savings” and “core services” it would seem Brewer and Palino would cut off an actual “core service” – by denying an easy medium for Council to (you know Cameron seeming you go on about it) engage with the local or wider community.

Oh and if you wonder about the gauge of opinions, well I know the Panel would be diverse if my comments and Facebook friend Scott’s are anything to go by. Some days we would agree other days the Centre Left and Centre Right arguments (me being the “young Tory) will come out. And by looking at the Civic Forums the mix was reasonably balanced except on the geographic front where South Auckland was lacking in numbers BADLY!

 

Come on guys find better ways in getting our rates bill down – while not hobbling an engagement arm Council and running distractions on lack of hard policy…

Congestion Free Network Idea Gaining Traction

And so for an entire 30 minutes last night, New Zealand got a Campbell Live show dedicated to one of the biggest issues in New Zealand. No it is not the GSCB (yawn) and no it was not about taxation (per se). It was about transport – the nation’s artery system for moving goods and people around that is not in a great state right now.

This would be owing to lack of proper investment in our transport network or Government investing in the wrong areas of the transport equation. Yes I am referring to the Holiday Highway up at the north end of Auckland.

Might as well add the Manukau South Link to that CFN map. I know ATB does not think much of the particular link in itself however, that piece of infrastructure is a virtual go from Auckland Transport once the business case study is reported back late this year. The only thing that can effectively stop the Link from being built is not Port of Auckland’s Wiri Facility but rather politics in itself from Council or NIMBY‘s.

 

If one is also wondering why Auckland Transport and the Office of the Mayor are rather silent on the Congestion Free Network idea I did go send off some enquiries to both.

Auckland Transport have noted the CFN and will take a look at whether parts could be incorporated into the 2015 Integrated Transport Plan. That draft ITP is not due out for consultation until next year and will be heavily influenced by the Council master budget document – the 2015 Long Term Plan.

I also received a reply in brief from the Mayor’s office as well on the Congestion Free Network. A response is coming on the CFN queries I made under the “media” arm of my consultancy business (TotaRim Consultancy Limited) and should be with me soon. Once I have the response I will run commentary on it.

 

As mentioned in other posts, I support what Transport Blog and Generation Zero are trying to do in bringing Auckland forward into the 21st Century. It is by no means perfect nor pretty but, it is sure as better than what is in the 2012 Integrated Transport Plan.

And so an “opinion” piece crops up in today’s Herald on Auckland Transport Blog and Generation Zero’s Congestion Free Network alternative – a proposal TotaRim Consultancy Limited supports.

The piece in the Herald today is fitting with ATB due to give a technical presentation to the IPENZ transport chapter at the old Auckland Regional Council (now BECA) building tonight. I have RSVP’ed to the event tonight and will be in attendance observing the presentation. Commentary will follow tomorrow on the presentation.

Auckland’s transport plan provides us with a once-in-a-generation choice between two competing visions: to keep pursuing the failed model of motorway-driven sprawl, or to develop a quality, compact city with a balanced transport system.

 

Generation Zero, with the respected authors of Auckland Transport Blog, have developed a fully costed, visionary alternative to the current $60 billion transport plan: the Congestion Free Network.

 

We propose the staged investment in public transport corridors all over the region, with high frequency all-day services. These corridors would include electrified rail to Mt Roskill and Pukekohe, busways to Silverdale, Kumeu and Botany, rail to the airport, light rail along Dominion Rd, an extensive ferry network and even rail to the North Shore. And all of this at only 40 per cent of the cost of the current transport plan.

 

A full regional cycling network would complement this system, as well as focused upgrades on specific local roads. This would provide Aucklanders with genuine transport choice.

 

By contrast, the council’s current plan to deal with Auckland’s growth over the next 30 years is set out in its Integrated Transport Programme (ITP)…

I did though tail off that excerpt with the mention of the current 2012 Integrated Transport Program that I have written off before and even called it a lemon.

Through that short reaction alone you can see why I would support a #MovingAuckland as part of a #BetterAuckland via the Congestion Free Network idea.

Bold, visionary, sorely needed and a gut-ser (in the mountain of NIMBYism from my parents’ generation (the main but not only source) as well as Right Wing sources that will soon come up against the CFN concept) needed for Auckland. I applaud what is being advanced here.

 

I have sort responses from Auckland Transport and the Office of the Mayor on the Congestion Free Network proposal. Responses have come back from Auckland Transport on the CFN idea.

Basically in regards to the city and its transport, any CFN concepts are most likely to be further researched and incorporated (whether in parts or as a whole) into the 2015 Integrated Transport Program. The 2015 ITP draft is due out for release for “our” consideration and consultation this time next year.

As for the Office of the Mayor, a response is on its way.

 

And so like #SuperManukau, the Congestion Free Network idea ( #movingauckland ) works its way slowly through the wheels and cogs of Town Hall.

Auckland Council as per the Local Government Act has released its very first Pre-Election report for your consumption.

Auckland Council has today issued its very first pre-election report.

A new requirement of all councils under the Local Government Act from this year, the pre-election report is prepared by the local authority’s chief executive and must be politically independent.

“The purpose of a pre-election report under the Act is for councils to provide information to promote public discussion about the issues a council faces ahead of the local body elections, so voters can make more informed choices,” says Doug McKay, Auckland Council Chief Executive.

The Auckland Council Pre-Election Report 2013, prepared to meet the requirements of the Act, includes financial results for the three financial years immediately preceding the date of the election and latest projections for the three years immediately after.

The report includes a forecasted result for 2012/2013 year; given the final audited financial results for this period will not be reported to council until September 2013.

The report is prepared on a group basis, including council-controlled organisations, and covers operating expenditure, major projects and capital expenditure, debt projections and rates projections for 2014-2017.

Happens When you Pigeon Hole a Debate

Why the CBG Failed at a cost of $1.5m of your money

I already posted today on my consensus of No Confidence against the Consensus Building Group’s Final report based on a failed Integrated Transport Program. You can see that commentary here: No Consensus in Funding the Integrated Transport Program

In that commentary I did mention how the Mayor through the Auckland Plan and his brief to the CBG pigeon holed the debate into looking at basically one option: TAX! Whether that be an increase in rates (which is a property tax), petrol tax or road pricing (crude congestion charging). Left out were asset sell downs, a lottery, departure and bed taxes, and a regional sales tax.

Problem? The Government as widely expected blasted down what the Consensus Building Group “came to” with the opposition effectively doing the same although for different reasons (Julie Ann Genter’s piece for example).

In saying that the Government rather than looking at a regional fuel tax as part of suite of options, it has decided on a nation-wide petrol tax increase as a sole option which besides many other things will rightfully annoy the rest of the country!

 

By the looks of things as well the Government could “hint” at Council moving on its existing asset base to help pay for some the transport projects. But, again we have a problem. We have no idea on how the city truly feels towards the asset question nor the to lotteries (and other options) because the Mayor denied our democratic right to have an effective say via a submission – if the CBG were allowed to look at such a scope.

The Mayor’s ideology is to me irrelevant and can be kept at home. What I want is vision dosed with pragmatism and all options on the table for OUR consideration free of the mayor’s ideology.

One thing would have been for certain; if via the submissions to the CBG we overwhelmingly rejected the assets question then it could have been further ammo against Brownlee. However, we will never know that answer thanks again to the piegon holing by the Mayor.

And so we are stuck with really no options at all to the point it is the Worst of All worlds. Effective taxed out of existence…

It’s About the Jobs – Again

A release from Auckland Council‘s Chief Economist today on how the Auckland economy continues to do rather well:

Strong house price growth across the Auckland region is boosting other parts of the economy including construction, finance and real estate industries, according to latest economic figures for the region in the first three months of this year.
 
Economic activity is now more sustained and broad based, with 17 out of 20 sectors recording gains in the quarter. Auckland grew at a rate of 3.2 per cent in the year to March; along with Christchurch, these two cities are underpinning growth across the country, said Geoff Cooper, Auckland Council’s chief economist. Mr Cooper said activity in Auckland’s construction, finance and property sectors will likely spill over into other parts of the region’s economy, and with time, other areas of New Zealand.
 
“Auckland house prices continue their upward march, which is buoying consumer confidence and further stimulating demand,” Mr Cooper wrote in the latest Auckland Economic Quarterly, released today.
 
“We’re already seeing a pick-up in activity across the finance, property and real estate and construction services sectors. As building work gathers pace, it will act as a catalyst for growth in various downstream sectors, particularly domestic manufacturing and retail.”
 
The median Auckland house price was $562,000 in March 2013, up 12.5 per cent from March last year. Signs that migration is rebounding, amid the slowing Australian economy, are likely to support house prices in the medium term.
 
Some 4,764 residential building consents were lodged with Auckland Council in the 12 months ended March 31 this year. While that’s down from the 10-year average of 6,631, it is up from the year-earlier figure of 3,976. This represents the early stages of a construction upswing in Auckland, which will need to continue before house prices ease.
 
Auckland’s consumers are among the most optimistic in New Zealand, spurred on by activity in the housing market. Westpac McDermott Miller reports a consumer confidence score of 119.0 for Auckland, well ahead of the national average of 110.8, and up 13.7 per cent from Q1 of last year. Retail sales rose 1.1 per cent from the final three months of 2012, and new car registrations increased again to just shy of the 10-year average.
 
Still, lack of job growth continues to weigh on Auckland’s recovery as unemployment remains high at 7.3 per cent. With business employment intentions in positive territory and economic activity looking more sustained, job seekers have more reason for optimism in the year ahead.

Okay some renewed strength in the house building sector is good as that will get the supply up. Although still not fast enough for sustained Unitary Plan levels if the population growth remains to be high.

The issue though is emphasised in red although the rest in black could be good news if job growth increases..

However, this shows the crucial nature to which the Unitary Plan needs to get right on employment centres. Those main centres being our City Centre, (Super and) Metropolitan Centres, heavy and light industry, and supported by good Town Centres.

 

Forget focusing on you house and everything within 25 metres around it like our NIMBY‘s and shills are. Attention needs to focus on our higher end commercial and industrial centres to make sure the land and infrastructure is in position so that entrepreneurs like me can create jobs.

With the failure that was the Consensus Building Group just announcing their report on transport funding over the life of the current Integrated Transport Program; I believe emphasis will be placed on a more decentralised front with employment centres. Decentralised like running two CBD’s and multiple industrial centres so that people have the option live local and work local rather than cross city commute or funnel into one point as the mayor wants.

i will work up the plan and subsequent language around Manukau, Wiri and Southern Auckland and its potential development front through the life of the Unitary Plan as part of ongoing work in this area.

If we need jobs and our transport boffins are rather inept on getting Auckland moving (and no, Auckland Transport are absolved of this. They are the ones who need to carry this all out) the we better look for some alternatives quick

So with Mayor incumbent Len Brown kicking off his campaign the issue of transport got dragged up straight away. In other words how to pay for the 2012 Integrated Transport Plan that has caused a lot of teeth gnashing from all sides of the coin.

Auckland drivers face off-ramp toll

Drivers may be tolled at Auckland motorway exit ramps to ease pressure on ratepayers over a $12 billion transport funding gap, according to a high-level report due out today.

 

The report, from a 17-member think-tank appointed by Mayor Len Brown, will give Auckland Council and the Government a clear timetable for when new revenue sources will be needed to raise an extra $400 million for each of 30 years.

 

The money will be for projects such as the City Rail Link and new roads, including another Waitemata Harbour crossing.

 

The plan is expected to include increases to fuel taxes and rates and possible charges for motorists to use existing roads from 2020, rather than just tolls now allowed on new government highways.

Well as already noted those going right through the city won’t be pinged so long as they stay on the motorway. As for the rest of us? The Great South Road and Mill Road sound better alternatives from Papakura to Manukau or Otahuhu that using State Highway one.

My point? This proposing on slugging the off ramps rather than certain points along the motorway and having an effective mass transit alternative is a case of the cart before the horse syndrome.

To make matters worse in Len pigeon holing the transport funding debate some options were eliminated from the scope in the feedback session by the Consensus Building Group (yeah an Oxymoron right there):

That paper ruled out about 20 options such as assets sales, a regional sales tax and a lottery before leaving Aucklanders with a stark choice between hefty rates rises combined with fuel tax rises in one corner, and a combination of enhanced traditional funding sources and road charges in the other.

 

Although the Government is opposed to charging drivers to use existing motorways, it is understood the report will suggest tolls at the off-ramps to local roads, given that those are half-funded by ratepayers.

 

Long-distance travellers would be free to drive through the city without being charged, as long as they stayed on the motorways.

 

What was wrong having a good debate about those options in red? Probably not compatible with the Mayor’s ideology so he shuts them out of the debate entirely and pigeon hole’s into the more unsustainable options I could think of.

 

Least our transport workhorse (one of two) Councillor Mike Lee hits the nail on the head:

Council transport chairman Mike Lee said he believed Aucklanders were “more than paying their way” and he didn’t think trying to find more cash from them “is on right now”.

 

So a rejig of the transport priorities and funding allocations might be needed here first folks. Not much of chance that happening while the Local Government Elections now formally under way…

An Ambitious Idea – But at What Cost?

And by cost I am talking economics of Opportunity Cost.

I have being quietly observing Auckland Transport Blog launching their “Congestion Free Network” proposal (in coordination with Generation Zero) with two main posts coming out thus far:

From what I am seeing the proposals are pretty good and stuff I can support. Support in the fact most of those ideas put forward by ATB have ended up in a submission or presentation of mine since 2010 (Eastern Highway since 2006).

I also note that ATB and Generation Zero will be campaigning hard especially towards to mayor as we have now entered the formal stage of the Local Government Elections. Although word of advice, that might be a fat-load of good as the proposal needs to go to the Auckland Transport Executive where they will either make or break the idea.

However a caution is also added to the Congestion Free Network Campaign. Leave the Southern Motorway upgrade between the State Highway 20/1 (Manukau) interchange and Papakura interchange alone. That project has been earmarked as a priority one project by the Prime Minister and is sorely needed and welcomed in the South.

I need not remind people of the bottlenecking and frustrations to commuters and freighters that require State Highway 1 from Manukau heading south every single waking day!

With Manukau and the South due to grow significantly under the Unitary Plan we need State Highway One to be at its functioning best which it is not now! State Highway One is also the sole route out of Auckland heading south so it carries inter-city traffic as well.

So NO TOUCHING the State Highway One upgrade in the south ATB unless you seriously want to go and annoy the bulk of Southern Auckland.

In saying that as a conciliation prize if the Southern Motorway is upgraded quickly it will stave off the Mill Road project which is THE REAL PAIN in the South’s backside.
