NZTA (New Zealand Transport Agency) has recently briefed new Transport Minister Simon Bridges of activities the organisation is up to and keeping an eye on presently and for the future. This Briefing Incoming Ministers (or BiM) is routine and occurs after an election or when a Minister changes over for that respective Ministry.
Of note I did pick the up the following in regards to the City Rail Link from NZTA:
5.8 CITY RAIL LINK – AUCKLAND
Auckland Council and Auckland Transport are continuing to plan, design and acquire property for the City Rail Link. The City Rail Link is now being delivered in two distinct parts. Phase One is the enabling works to build two rail tunnels between Britomart under Queen Street and the Downtown Shopping Centre, and a ‘cut and cover’ tunnel under Albert Street as far as Wyndham Street. The enabling works are planned for 2016 to 2017 to coincide with the planned
redevelopment of the Downtown Shopping Centre by Precinct Properties Ltd. Auckland Council is budgeting between $240 million and $250 million for these works. The aim is to complete the enabling works before the World Masters Games in April 2017. We think this is a sensible sequencing of enabling works which will minimise disruption of critical intersections in the CBD, and enable compliance with the planning conditions that only one intersection can be out of action at any one time. A more compact construction schedule at a later time would prove too disruptive. Phase Twois the tunnel boring machine and station building stages of the project. This phase could start as early as 2018 and be completed by 2022 at a cost of around $2 billion. Design and procurement decisions for this phase could be taken progressively from 2015/16 onwards, but are dependent on future funding decisions and commitments. The Crown is not currently an active partner in the City Rail Link project implementation. The government has signalled it will only consider being a funding partner to enable a construction start in 2020, or possibly earlier if certain patronage or other targets are achieved. The risk of not being involved in these early stages is that the key elements of the project get determined in the meantime. If the Crown is to be a future funding partner it needs a mechanism to identify options and risks around planning, design, procurement and financing. We have experience in complex infrastructure projects of the scale of the City Rail Link. One mechanism to help manage Crown risk could be for the Transport Agency to become a technical partner with Auckland Transport in developing the City Rail Link. This would be consistent with the one transport system arrangements that have been forged with Auckland Transport and Auckland Council over the last 3-4 years.
So it seems the Minister is quite warm to the City Rail Link being split into two phases as NZTA has recommended insofar as the Minister has given his blessing for phase one to begin (that is the enabling works) as soon as Council has its own finances sorted.
As for Phase Two the Minister right at the end of the interview gave a one word answer that all things lined up and considered, would allow this phase of the CRL to begin in 2018.
All this would bring the City Rail Link two-phase operation in line with what Councillor Linda Cooper tried to get through in the Budget Committee last week (Analysis on The Budget Committee Day One) which to me would have been a good “fail safe” device knowing the Government is holding firm to 2020. However, and rather stupidly the majority of the Budget Committee led by the Mayor are holding fast to whole hogging the CRL from 2016 no matter what.
For me and as noted in three City Rail Link podcasts what NZTA has proposed is a good Best of Both Worlds solution and would be entirely consistent with my calling to start the CRL around the 2017/2018 start date. That said it would be my stance over the last three years (when I last updated it from my original Auckland Plan submission) slightly updated to allow the enabling works so that we are in sync with the Precinct Property development in Downtown Auckland.
So NZTA has moved first and we have a Minister giving his blessing to the enabling works at the minimum while warm to Phase Two starting 2018 all things considered. Now would be a very good idea for Council to agree to the NZTA two-phase operation for the sanctity of the City Rail Link. In other words for an inflexible Mayor to be come a tad more flexible.
Hearings Begin on Warkworth Section of Holiday Highway
The Herald has noted that the Board of Enquiry gets under way today for the Puhoi-Warkworth section of the Puhoi-Welsford Roads of National Significance Program otherwise known as the Holiday Highway.
Fast-tracking of $760m extension to be considered over 14 days.
Plans for one of the country’s most expensive transport projects – a $760 million extension of Auckland’s motorway network to Warkworth – go under the microscope today.
A board of inquiry appointed for fast-tracking planning consideration of the 18.5km extension as the first half of a Road of National Significance will preside over 14 days of hearings.
The Government is promoting the extension over 12 viaducts and bridges from the Johnstones Hill traffic tunnels south of Puhoi to a new roundabout north of Warkworth, as a vital freight and tourism link with Northland.
Even so, many of the 14,000 vehicles a day expected to use the new road by 2026 will double back to Warkworth’s often bottlenecked Hill St turnoff to eastern beaches.
That keeps critics such as Auckland Council infrastructure chairman Mike Lee calling it “the holiday highway” to the intense annoyance of Northland leaders and former Rodney mayor Penny Webster.

There will only be one traffic interchange between Orewa and Warkworth, to be confined to just south-facing ramps at Puhoi, after residents protested against an earlier plan which would have denied them access.

So you will need to double back and still get held up at the notorious Hill Road intersection at Warkworth in order to get to the eastern beaches. That in itself is rather self-defeating.
In any case the Holiday Highway even if fully completed as the gold-plated 4-lane motorway would still fall well short of where it would need to be if it were to serve the population and industrial centres of Northland. You would need to take the motorway all the way to Whangarei itself to get the “benefits” you would be sort after – much like the 4-lane expressway Auckland to Hamilton and Cambridge.
Ironically there has been two more cheaper but more beneficial transport schemes to connect Auckland up to Northland than the Holiday Highway. One is Operation Lifesaver devised by Transport Blog, the other is to fully upgrade the North Auckland (rail) Line from Swanson to Whangarei with a branch line to Marsden Point (home of a deep water port and our oil refinery) to allow our more powerful DL’s to haul longer trains from the area south (like logs).

Operation Lifesaver I believe follows the same premise as the upgrades to State Highway 2 that have happened and are going to continue to happen again soon. You can read what NZTA has done and what it will be up to with State Highway 2 here: Safety Improvements for State Highway 2. Once the upgrades are complete that section of State Highway 2 (which carries more regular, holiday and freight traffic than the Holiday Highway ever would) will allow that traffic to travel efficiently and safely to their destinations. So if these kind of simple upgrades to a much busier State Highway 2 are effective why does State Highway 1 going north need to be a 4-lane Motorway that does not really go the distance it would need to? And these upgrades to State Highway 2 are very similar to what Operation Lifesaver proposes.
Lets hope this Board of Inquiry puts the Holiday Highway under the same intense microscope as it did to a Wellington Highway project last month. And cross fingers the Board of Inquiry might start shifting us away from this motorway to something more viable that will not break the bank…

Slowing Down the Unitary Plan Will Come at a Great Cost to Auckland
As a part of a two-part mini-series I will be going over the Unitary Plan briefing to the media outlets (including Talking Auckland) that occurred yesterday .
In Part One (last post), Talking Auckland looked at: the Unitary Plan and where it has come thus far. Part One will also look at where next with the Unitary Plan – specifically August 28th to 30th and September 5th.
Part Two (this post) will look at one of the questions I asked in regards to the Unitary Plan: could it have been slowed down. Part Two will also serve a warning against those conservative Council candidates who think slowing the Unitary Plan down is a wise idea. Simply done in the name of a Better and Affordable Auckland, slowing down the Unitary Plan does nothing to achieve that. All it achieves is Central Government intervening – something the conservatives might be holding out for
Part Two: Could Have the Unitary Plan Been Slowed Down
The simple answer to that is NO! Now as this is meant to be running commentary I think I might need to give a bit more than the two letter simple answer.
I need not remind the City (as the Deputy Mayor has already done so countless times) that the Unitary Plan is different from the District Plans of old. With the District Plans the only time “we” – the City get a look and comment on a District Plan is when it was formally notified. Formal notification means formal submissions and a trip to a hearing – often the Environment Court. YUCK for 99% of the City that are not planners or RMA lawyers.
The Unitary Plan was different. We got given the “draft of the draft” where everyone could give feedback no matter who you were in Auckland. That means for the first time the City got to have a good look at the Unitary Plan and comment back on it. And comment back did Auckland do with 22,700 pieces of feedback, with independent commentary being led by this very blog!
As mentioned in Part One, the Council and Local Boards have since June 1 been going through our feedback and changing the Unitary Plan to reflect what we said. The changes that will be introduced to the Auckland Plan Committee and Local Boards will occur August 28th – although they and the media (including me) will have a copy of the tracked changes on Monday. And from there the formal decisions are set over three days (August 28-30th) with the Governing Body giving its final instructions on September 5.
This brings me to my warning to those conservatives who will try to slow down the Unitary Plan.
It was confirmed yesterday by the two Penny’s that there is nothing stopping a new Council after October 12 stalling or even withdrawing notification of the Unitary Plan, taking it apart and redoing it again.
Conservative Councillors and candidates, particularly those running in the Albert-Eden and the Tamaki-Maungakiekie Wards at the moment will try to hold out and see if they can get the numbers after October 12 to stall or withdraw the notification on the Unitary Plan (if the September 5 Governing Body meeting decided that the UP was to be notified – it still might not and order the new Auckland Plan Committee to review aspects again before notification).
If I had no confidence in the Unitary Plan as it is I would rally with the conservatives. However, as I do have confidence in the Deputy Mayor and the Unitary Plan I will be rallying against the conservatives who would stall the Unitary Plan out of interests of a small minority.
Yes, a very small minority in two ward areas that are trying to run conservative candidates in those areas. The other wards that could earn my ire have been more constructive. These Wards not attracting my ire include Orakei and most of the North Shore where Auckland 2040 is doing quite a bit of leg work with the Mixed Housing Zone split (to the benefit of the wider City).
If these conservatives get their way and stall the Unitary Plan this is what will happen. For every day the Unitary Plan is stalled is another day pushed back in the three-year notification process. For every day the notification is delayed is another day that fighting the Housing Affordability and Choice crisis is lost. And another day lost in fighting the Housing Affordability and Choice issues is another day of uncertainty in having the city progressed and us losing our best and brightest who want to stay but can not. I also need not remind the City that the Housing Accord’s Special Housing Areas do not come “online” until the Unitary Plan is notified. So stall the notification and you stall getting more houses and apartments being supplied to a growing city. Oh, and if the Unitary Plan is stalled for too long then the Minister for the Environment will intervene and the City really loses out to Wellington.
That is the risk the city runs if the conservatives get their way and stall the Unitary Plan. So, please, I ask you to be careful in the upcoming elections. If the Unitary Plan is stalled by these conservatives serving a small interest, it will come at a great cost to the city – especially the two areas that can ill afford it the most: The South and the West.
Also those who claim that they were shut out of the Unitary Plan process by being denied speaking rights on the UP over the last two months are dead wrong. As the Deputy Mayor confirmed yesterday and as I also know from experience, speaking rights were denied to those wishing to speaking on the UP during the last couple of months. The reason was uniform and straight forward from the Deputy Mayor on why. If one of us (the city) spoke after the feedback session then all 22,700 others could speak. Now 22,700 time five minutes of speaking plus five minutes of questions if the Councillors keep it brief equals – a three month delay. The Deputy Mayor did further say that speaking would be a duplication of what we said in our feedback. In any case I know two of us that did ask for speaking rights and were refused had a good chat or meeting with the Deputy Mayor (and planners) and both of us came away happy. Also Auckland 2040 and myself have been busy advance both our causes on the side to positive results thus far – and a Better Auckland.
So we wait for the August 28-30th Auckland Plan Committee meetings as they set the decisions for the Unitary Plan, ready for September 5.
